本文以北高雄歷史工業聚落―高雄台灣中油煉油廠員工宿舍區為研究對象,探討日治末期日軍將北高雄左楠地區建設成為海軍南進基地的重要軍事據點「海軍第六燃料廠」眷舍的興建、發展及衰退過程;內容旨在於面對未來2015年,台灣中油高雄煉油廠石化煉製工業活動停產消逝、人口逐漸出走、地方面臨衰敗等發展窘境之空間變異議題的可能性因子提出討論,並提出歷史工業聚落的發展歷程與時代挑戰。
中油宿舍區,它不僅是延續日治末期的既有建設、以及戰後初期國家石化產業任務驅使下的空間產物,也是台灣目前現存特殊產業空間與從業人員生活空間,自日治時期以來所運行的社會實體。本研究認為,中油宿舍區兼具兩種不同的空間特性:第一、除了型態上近似於左楠地區日治末期的軍眷區之外,亦得以作為見證近代高雄市近郊「似城聚落」的規劃型態;第二、做為國家石化煉製產業專區設置之後,所吸引勞工移民聚集於北高雄的社會產物,也因此在北高雄的區域工業地景上,都形成了重要的空間經驗。就這兩層意義而言,「歷史工業聚落」的存在,對台灣戰後的都市發展歷程、以至於近二十年來工業都市轉型議題與人居環境思維的背景之下,都產生了相當的討論價值。
研究方法乃透過文獻回顧、案例分析以及田野調查的方式進行內容的建構。研究目的有三:一、探討宿舍區在不同歷史階段所形成之空間語言,與工業聚落建築及地景的詮釋;二、探討歷史工業聚落自明性與集體空間的形成;三、探討工業聚落面對高雄市去工業化之後面臨的時代性挑戰及再發展的反思。
結論則提出六大再發展議題:一、工業聚落之空間機能項目與議題;二、工業特性與文化活動再發展;三、環境與空間生態再發展;四、社會經濟與產業發展;五、地方組織架構的凝聚;六、管理與營運機制的強化等方向提出討論。

In this paper, the historical industrial villages of northern Kaohsiung - staff dormitory in Kaohsiung Refinery of CPC Corporation, Taiwan for the study to explore the end of Japanese rule. The Japanese left-nan regions of Northern Kaohsiung into a naval base south of the important military stronghold "Navy sixth Fuel Plant" Juanshe the construction, development and decline processes; content that is to face the future in 2015, Taiwan's Kaohsiung refinery, petrochemical refining industry, Petroleum activities, cut-off fade away, the population gradually away, local developments, such as the predicament facing the decline of such space object to mention changing discussed the possibility of factors and made the modern history, historic preservation industry positioning.
Staff dormitory area in Kaohsiung Refinery of CPC Corporation, Taiwan which combines two different kinds of spatial characteristics: First, in addition to type on the left-nan region similar to the end of Japanese rule, outside the area of military dependents, Second, and Taiwan's national petrochemical refining industry zone settings, attracted by labor migrants gathered in the north to Kaohsiung social product, and thus the north to Kaohsiung in the regional industrial landscape, as well as the course of development of the Kaohsiung city have formed an important special landscape. In this two-tier sense, "historical of industrial settlement," the existence of Taiwan in terms of post-war development process, so that the past two decades of urban transformation issues and the context of human settlements should be of considerable discussion the value of the subject.
Therefore, it is not only a continuation of the existing building of the end of Japanese rule, as well as early post-war national petrochemical industry, driven by the space mission a product, but also Taiwan's existing industrial space and employees in a special living space from the Japanese occupation period, since the functioning of a social entity.
Therefore, this article attempts through the modern urban planning, collective space, and historic preservation and other related modern exposition of Petroleum dormitory area for the development of modernity in the twenty-first century position were discussed. Research method is through the literature review, case studies and field surveys conducted content of construction.
The purpose of this study are threefold: First, the dormitory area in different historical stages of the space formed by language and settlement of industrial architecture and landscape interpretation; Second, exploring the history of industrial clusters and collective self-evidence of historical memory space formation; Third, to explore the industrial settlements face after face of Kaohsiung, de-industrialization of modern positioning and future prospects of reflection.
Conclusions re-development of six major topics: First, the space functions of industrial settlement projects and issues; Second, industrial properties and further development of cultural activities; Third, the environment and spatial ecology re-development; Fourth, social economy and industrial development; Fifth, local organizations framework for cohesion; Sixth, management and operation of mechanisms to strengthen such directions are discussed.
